The competences of the Academic Ombuds
The Academic Ombuds of the University of Warsaw operates under Order No. 30 of the Rector of the University of Warsaw of August 16, 2011.
The Ombuds operates in a conciliatory and informal manner. He supports employees, doctoral students, students, and organizational units of the University of Warsaw in resolving conflicts, communication and relationship difficulties, and diagnosing problems related to the operation of the university.
The Ombuds is independent of other organizational units, impartial, and neutral. He does not represent any party – he is an advocate for the case. He strives to resolve the dispute amicably, without initiating official proceedings. He does not issue opinions and does not conduct disciplinary proceedings.
The Academic Ombuds may:
- provide information about the University’s operations and applicable regulations;
- intervene with organizational units of the University to obtain information or clarify matters;
- assist in diagnosing problems and present possible solutions;
- support the resolution of conflicts, communication difficulties, and relationship difficulties through mediation or other alternative dispute resolution methods;
- present information and recommendations to the Rector’s Authority regarding systemic changes (e.g., regarding policies, regulations, or procedures);
- prepare reports to the Rector’s Authority regarding systemic matters, maintaining the confidentiality of the reporting persons’ data.
Due to the applicable principles of neutrality and independence and the confidential and informal nature of the proceedings, the Academic Ombuds responsibilities DO NOT include:
- conducting a formal investigation into the reported matter;
- making decisions or issuing binding opinions in the matter;
- imposing sanctions on individuals or entities violating the adopted rules;
- acting as an advocate for a wronged person;
- legal counseling;
- providing specialized psychological assistance;
- imposing policy on university units in any area;
- participating in a formal investigation conducted by the university authorities or participating in an institutionalized complaints process;
- resolving matters concerning individuals outside the University or occurring outside the University;
